Army OB-GYN Charged with Indecent Recording, Conduct Unbecoming, and Other Offenses Involving 44 Alleged Victims

Washington, D.C. – Today, the U.S. Army Office of Special Trial Counsel preferred four charges and 61 specifications against Maj. Blaine McGraw, an obstetrician-gynecologist assigned to Fort Hood’s Carl R. Darnall Army Medical Center. The charges include 54 specifications of indecent visual recording, five of conduct unbecoming an officer, one specification of willful disobedience, and one of making a false official statement, involving 44 known victims. According to the Army, the alleged misconduct occurred on multiple occasions between January 1 and December 1, 2025, primarily during medical examinations. McGraw remains in pretrial confinement at the Bell County Jail pending a preliminary hearing.

Earlier this year, POD played a key role in supporting survivors in two of the most high-profile military sexual assault cases in recent history, underscoring how the military continues to disregard its legal obligations to support survivors and why independent representation remains essential.The Stockin case involved an Army doctor accused of abusing over 100 servicemembers under his medical care, while the Navy failed to protect and support survivors of assault in the Batt case. Both perpetrators were ultimately found guilty, representing hard-won victories for the survivors and emphasizing the critical need for legal representation. In both instances, POD connected survivors with its pro bono attorneys to provide legal counsel and guidance through the military justice process.
