Abuse Claims Need Civilian Oversight

The San Antonio Express-News writes:

No one who volunteers to serve in the nation’s armed forces should be subject to sexual assault or other forms of abuse. Creating a special office under civilian oversight to investigate such claims is the best way to improve reporting and root out sexual predators in the military.
