The best way to restore trust in military justice remains Sen. Kirsten Gillibrand’s plan to remove sexual-assault cases from the chain of command and turn them over to professional prosecutors. Her bill won 55 Senate votes earlier this year, short of the 60 needed to break a filibuster.
