Nancy Parrish, president of the victim advocacy group Protect Our Defenders, is concerned that many of the measures, such as the push to report sex crimes and the requirement for trainees to constantly keep a wingman at their side, put the onus on victims and fail to address root causes of the military’s rape crisis.
“The fact that the Air Force’s main prevention program focuses on how to make sure trainees are never in a position where they can be preyed upon instead of working to eliminate rapists from the ranks is misguided,” Parrish said.
A Defense Department report shows that as many as 26,000 service members were victims of unwanted sexual contact last year. Yet, only a fraction of accused offenders face criminal punishment. Of 2,900 alleged perpetrators, a mere 302 went to courts-martial and 177 were sentenced to confinement.
