Protect Our Defenders is providing pro-bono legal services to ensure survivors aren’t left to navigate the system alone
Washington, DC – On May 26, an Article 32 preliminary hearing is scheduled for Army Maj. Blaine McGraw, 47, a suspended Army gynecologist accused of using his position of trust to carry out a years-long campaign of voyeurism and sexual assault against patients at Darnall Army Medical Center between Oct. 6, 2023, and Dec. 1, 2025. McGraw faces more than 140 criminal specifications, including charges of abusive sexual contact and secretly recording patients during intimate medical examinations. At least 73 victims have been identified.
Military survivors face unique barriers to justice – complex jurisdictional systems, geographic isolation, and limited access to trauma-informed legal representation – and are frequently forced to navigate high-stakes proceedings alone. Protect Our Defenders (POD) is stepping in to fill this gap by providing pro bono legal representation to multiple victims at every stage of the process, including at trial, to ensure survivors in the Fort Hood case receive the independent legal support they deserve. As part of that effort, POD recently announced a strategic partnership with Volare, a national pro bono organization, to expand access to specialized, trauma-informed legal representation for military-connected survivors across the country.
McGraw previously waived his right to a preliminary hearing, but new charges filed earlier this month triggered a new hearing requirement. While Article 32 hearings are often procedural, the newly added charges present more complex legal questions that could make this hearing more substantive.
If you are a survivor in the case involving Maj. Blaine McGraw and are seeking pro bono legal support in connection with the criminal process, please find more information about POD’s Legal Services Program here.
The trial is open to the public and media. Details below:

Protect Our Defenders Founder and CEO, Nancy Parrish, released the following statement:
“The case against Major McGraw is not an anomaly. It is a systemic failure of leadership and institutional accountability. More than 70 victims trusted an Army doctor with their most vulnerable moments, and the military failed to protect them.
“Recent high-profile cases make clear that prevention and accountability efforts must be strengthened. At the same time that we are seeing cases like this one, the Trump administration is dismantling the very programs designed to protect service members from sexual violence. That is reckless, and survivors are paying the price. Protect Our Defenders will be there for them every step of the way to fight back.”
